Teacher Unions

Protecting America's Public Employees: A Handbook for Union Dues Reform, By Dr. Myron Lieberman, American Legislative Exchange Council, July 1999, 48 pgs. (Visit ALEC's search facility if you would like a downloadable PDF file.)

This publication sets forth and explains model legislation on labor relations in state and local government. It includes a considerable body of explanatory material that should be helpful to ALEC members. In the past, model labor legislation was presented to ALEC members in one volume that included model legislation on dozens of topics. As a result, it was not feasible to include explanatory material that would help members fully understand the model legislation. This explanatory material is essential to understanding the political and legislative implications of the model legislation.

The Fruits of Labor: Taxpayer Subsidies for Teacher Unions, By Dr. Myron Lieberman, National Taxpayers Union Foundation: Policy Paper 118, July 9, 1999.

This analysis is an effort to identify taxpayer subsidies that are given to the teacher unions. In most states, subsidies are negotiated by the two parties. Therefore, this discussion devotes considerable attention to the dynamics of bargaining over these windfalls.
