Education Policy Institute Publishes First
Comprehensive Analysis of "Disassociation" from the NEA
Washington, DC (March 10) -Disassociation from the NEA,
the latest monograph in the EPI Series on Teacher Unions,
was released by the Education Policy Institute (EPI) today.
It is the first comprehensive guide to "disassociation" from
the National Education Association (NEA). The 65-page report
explains how teachers can terminate all formal ties to the
NEA, including any obligation by nonmembers to pay service
fees to the union as a condition of employment.
"Disassociation" is the term that includes resignation,
decertification, disaffiliation, and deauthorization. In
releasing the guide, EPI President Charlene K. Haar noted,
"this is the first time teachers who are dissatisfied with
the NEA have been informed of the various ways to sever
their ties to the union when it is the exclusive
representative."
Although the title of the guide refers to the NEA, Haar
pointed out that the procedures are applicable to employees
who wish to terminate their ties to the American Federation
of Teachers (AFT) or to any other union of school district
employees.
Disassociation from the NEA was authored by Dr. Myron
Lieberman, the author or co-author of more than ten books on
teacher unions and collective bargaining. Dr. Lieberman, a
life member of the NEA, is widely regarded as one of the
nation's leading authorities on teacher unions, teacher
bargaining, and employment relations in education. His 1997
book, The Teacher Unions, will be published in paperback in
the summer of 2000.
